The Philippine National Police (PNP) presented the result of its investigation into the stabbing incidents inside the New Bilibid Prison (NBP) on September 28, 2016 which resulted in the death of drug convict Tony Co.
Based on PNP’s conclusion, there was no riot inside Building 14 of the NBP.
Instead, “there were two separate and simultaneous incidents inside the makeshift room of Tony Co and the mess hall area,” the report stated.
The PNP also said, inmate Clarence Dongail should be held liable for the death of Co, while inmates Edgar Sinco and Tomas Doñeno must also be held responsible for the violence inside the prison complex.
Inmates Peter Co, Vicente Sy and Jaybee Sebastian were injured in the incidents.
The report said the PNP Special Action Force (SAF) acted with regularity in handling the trouble inside the National Penitentiary.
The PNP also reported that illegal drugs are still present inside Building 14 where high-profile prioners are jailed.
This is based on the result of the drug test done on inmates.
The report was presented by the PNP Criminal Investigation and Detection Group (CIDG) at the hearing of the House Committee on Justice on Wednesday morning.
