This was during the hearing of the House Committee on Constitutional Amendments on Wednesday afternoon.

Committee members were tackling the mode that will be used in amending the 1987 Constitution when the incident took place.

The lawmakers were discussing if the charter should be changed through a Constituent Assembly (Con-Ass) or a Constitutional Convention (Con-con).

Surigao del Sur Rep. Prospero Pichay entered a motion that related to the role of Senate in the process.

Surigao del Norte Rep. Robert ‘Ace’ Barbers said, such a motion should not be entertained anymore.

Afterwards, Barbers was seen approaching Pichay.

Then, expletives were heard.

Lawmakers beside them stopped the two from fighting.

Prior to the commotion, the two congressmen had expressed similar positions favoring con-ass.

Barbers earlier said, con-ass is cost efficient and it is the fastest mode of amending the Constitution.

For his part, Pichay had said, con-ass will save government money.
