Baguio gets higher CSC-CAR rating

The Cordillera office of the Civil Service Commission (CSC-CAR) reported that the city government of Baguio got a good rating based on the parameters of the Report Car Survey (RCS) conducted by the agency in three major frontline services of local governments and regional line agencies.

Cornelia Rillera, CSC-CAR assistant regional director, said Baguio City improved its rating of 85 percent last year to 88 percent this year and its overall rating remained good for the prescribed period.

The RCS, a component of the Anti-Red Tape Act (ARTA), polled the city and municipal health offices, local civil registry offices and business permits and licensing offices of city and municipal governments that were subjected to the RCS this year. The survey was based on the inspection checklist on the compliance of the local governments to basic facilities, while 80 percent of the survey was based on the response of the clients to the frontline services and the facilities of the local governments.

“We continue to record significant improvements on the compliance of local governments and concerned government agencies to the standards of public service and we are optimistic that majority of those being subjected to the survey will garner excellent rating,” Rillera stressed.

The CSC-CAR official said the facilities of the City Health Services office, especially the alleged poorly maintained comfort rooms and the absence of doors in the toilets weighed down the city’s rating, and respondents claimed they were not satisfied by the delivery of services by the employees in the frontline services and the poor basic facilities of the office.

According to assistant director, the local government continues to improve other frontline services although there is a need for the city to properly maintain its basic facilities, comply with the Accessibility Law, and provide emergency lanes for senior citizens and persons with disabilities.

Rillera revealed the rating of the local government or the concerned government agency can be a basis for granting performance-based bonuses to officials and employees for this year.
