Mayor Jaime Fresnedi (right) presents a plaque of commendation to Dr. Manuel Loquias (left) who was one of the 2016 Outstanding Young Scientists recognized by the National Academy of Science and Technology Philippines. A local resolution was also passed commending the scientist’s feat.
