VICE President Jejomar Binay has conceded to Davao City Mayor Rodrigo Duterte and extended his congratulations to the incoming president, his spokesman said Friday.
Joey Salgado said Binay talked with Duterte to congratulate him for winning the presidency three days after the May 9 elections.
“We confirm that Vice President Binay has talked to president-elect Duterte. He extended his congratulations and wished the president-elect all the best,” Salgado said.

The Binay camp became convinced that Duterte had won following his big lead in the unofficial tally of the Commission on Elections, which was transmitted through the transparency servers to its citizen arm.
Senator Grace Poe was the first to concede on election night, while Liberal Party standard-bearer Manuel Roxas II admitted defeat the day after.
Duterte now has almost 16 million votes while Roxas, his closest rival, has more than nine million.
