Khonghun to Magalong: Show up in House hearings

House Deputy Speaker and Zambales Rep. Jay Khonghun on Sunday called on Baguio City Mayor Benjamin Magalong to take his allegations on flood control anomalies to the chamber’s scheduled probe on the matter and back them up with documents that can withstand cross-examination.

He said the public deserves the truth anchored on evidence, not broad claims that leave everyone guessing.

The institutional scrutiny works best when those who speak out are ready to testify under oath and submit primary records that can be independently verified, he said, adding that the process is designed to protect whistleblowers and the innocent alike.

“The House will only take him seriously if his allegations on flood control anomalies are placed on the record, supported by documents, and tested under questioning. That means naming names in the hearing, submitting contracts and fund flows, and swearing to the facts so accountability can follow,” he said.

The chamber is ready to receive testimony and evaluate evidence in aid of legislation, and the most direct contribution Magalong can make to help is to appear and substantiate his claims in the House hearings, where his statements will carry legal weight, he maintained.

“If Mayor Magalong believes public funds were misused, he should help us prove it in committee. Bring the project lists, procurement papers, and disbursement records. Put the facts under oath so we can separate rumor from wrongdoing and act on the evidence,” he said.

Representatives Yasser Balindong of Lanao del Sur and Zia Alonto Adiong of Lanao del Sur said they took offense at Magalong’s use of the term moro-moro to describe the upcoming House inquiry on flood control projects.

Khonghun urged Magalong to use more careful language and to bring specific allegations with documentary proof to the proper forum.

“Put the facts on the record where they can be tested. If there are project lists, bidding papers, or payment trails, bring them to the hearing so everyone can see the chain of proof,” he said.

“If he chooses to testify, we will give him the space and the time to present. The same standard will apply to everyone named. Evidence first, conclusions later,” he said.

“If the evidence identifies wrongdoing, consequences will follow. If a member is implicated, the institution will not shield anyone,” he added.
