Justice Secretary Vitialiano Aguirre has instructed the National Bureau of Investigation (NBI) to investigate the killing of Quezon City prosecutor Noel Mingoa.
Mingoa was in front of Cebu Lechon restaurant along Commonwealth Avenue in Quezon City at 1:20 am on Wednesday and he was talking on his cellular phone when the gunman alighted from a black car and shot the prosecutor at close range.

Aguirre personally knew the victim as Mingoa used to be one of his associate lawyers.
The Justice Secretary has ordered the NBI to immediately arrest the killer.
