THE Land Transportation Franchising and Regulatory Board (LTFRB) has granted the request of the ride-hailing companies for more time to prepare for the fare adjustment in their industry.
LTFRB chairman Vigor Mendoza II reset the implementation of the surge pricing cap from Dec. 17 to Dec. 20.
“We understand the concerns raised by the transport network companies (TNCs) and on the part of the LTFRB. We are also easy to talk to, especially if the reasons given are valid,” he said.
“Additional time is necessary to complete the corresponding system configurations and operational adjustments to properly reflect the revised surge pricing cap, and to ensure adequate information dissemination to all affected drivers and other stakeholders on the combined effects of the said pricing adjustments,” Mendoza pointed out.
The LTFRB issued earlier a resolution to extend the implementation on Dec. 20.
The agency has also issued Memorandum Circular No. 2025-056 prescribing the reduction of the surge pricing cap for the transport network vehicle service (TNVS) operations amid complaints of unreasonable fare increase from passengers and other commuters groups.
Grab Philippines, in a letter to Mendoza, said the request for brief adjustment of the implementation timeline was necessary to allow for proper consultation and cascading with its driver-partners.
“The requested adjustment in implementation is also necessary to provide the TNCs adequate time for technology configuration. This period is required to complete the system programming refinements needed for the accurate, consistent, and fully compliant application of the revised surge pricing cap on the platform,” the letter read.
Mendoza clarified that the decision to reset the implementation must not be construed as a modification or repeal of the agency’s decision on surge pricing cap until Jan. 4, 2026.
The LTFRB board resolution directed the TNCs to complete the necessary system programming, algorithm adjustments, and information dissemination to ensure full compliance upon effectivity, he stressed.
