Developers back gov’t housing plan after recent reforms

The Subdivision and Housing Developers Association (SHDA) has renewed its support for President Ferdinand Marcos Jr.’s flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, citing recent policy reforms and inclusive leadership at the housing department.

During the induction of the group’s 2026 leadership on Friday, SHDA National President Kerwin Padua and SHDA Chairman Francis Richmond Villegas commended the Department of Human Settlements and Urban Development (DHSUD) for its performance over the last 6 months. The developers noted that sustained engagement between the government and private sector has led to clear policy actions across the housing industry.

DHSUD Secretary Jose Ramon Aliling, who assumed the role in mid-2024, said the agency is committed to continuous improvement and faster processing times.

Under the directive of the president, the department has adopted an open-door policy to address gaps in the housing sector and strengthen regulatory systems.

The 4PH Program has recently been expanded to include additional modalities beyond high-rise developments.

New options now cover horizontal housing, community mortgage programs, residential proclamations, and incremental housing. These changes aim to meet a wider range of housing needs for Filipino families while providing clearer price ceilings for socialized housing projects.

Industry leaders cited recent gains achieved through coordination with the DHSUD and partner agencies, including simplified incentives for socialized housing and shorter processing timelines. The government has also introduced inter-agency express lanes to reduce project delays and is working on improved digital systems for regulation.

Aliling acknowledged challenges but said the department is working to clean up and accelerate all processes. He noted that the cooperation of private developers is essential to fulfilling the government’s goal of providing safe and affordable homes under the “Bagong Pilipinas” initiative.

SHDA is the largest organization of housing developers in the country. The group pledged to continue its support for the government’s digitalization efforts and reforms aimed at delivering dignified living conditions for Filipinos.
