DPWH asks AMLC to freeze P474 million worth of vehicles owned by engineers, contractors in flood control mess

Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Tuesday asked the Anti-Money Laundering Council (AMLC) to freeze P474.5 million worth of luxury vehicles owned by individuals allegedly connected to fraudulent flood control projects.

Dizon also issued a warning to the public, cautioning potential buyers against purchasing these assets.

“If any of our countrymen are looking to buy these vehicles, think twice, because you will be implicated once you buy them,” Dizon said.

 “Don’t buy those assets, because they will probably be frozen,” he said.

The list of includes former DPWH Bulacan first district engineer  Henry Alcantara with an estimated worth of vehicles (670,000),  dismissed DPWH assistant engineers Brice Hernandez (P35,342,000), Jaypee De Leon Mendoza (P18,504,000), Ernesto Galang, (P3,851,600), John Michael Ramos (2,412,600) and  contractors Pacifico Discaya (P59,085,800), Cezarah Rowena Discaya (218,166,000), Sally Nicolas Santos (30,016,700) and Robert Tecson Imperil (P53,121,900).  

Dizon also asked AMLC to freeze the air assets registered to companies linked to  Ako Bicol party-list Rep. Elizaldy Co  worth almost P5 billion. 

The companies’ aircraft holdings were identified as Misibis Aviation & Development Corp. with assets worth $74.65 million; Hi Tone Construction Development Corp. with $7.94 million; and QM Builder with $2 million.

Dizon also issued show-cause orders to several regional directors and district engineers. The orders target those allegedly involved in “ghost” or substandard flood control projects, as well as those flagged for lavish lifestyles.

1. RD Gerard Opulencia, NCR ( lavish lifestyle)

2. RD Danilo Villa, Region VII,  (lavish lifestyle)

3. Dir. Gerald Pacanan, former RD of IV-B, (substandard projects)

4. RD Khadaffy Tanggol, CAR, (failure to cooperate with ongoing investigation)

5. Brando Raya, ROWALD chief, region VII, (lavish lifestyle)

6. De Isabelo Baleros, former DE of Las Piñas- Muntinlupa DEO, (substandard projects)

7. De Almer Miranda, Pampanga 1st DEO, (substandard projects)

8. De Gil B. Lorenzo, La Union DEO, (substandard project)

9. De Arturo L. Gonzales, Jr., Quezon City 1st DEO, (substandard project)

10. De Johnny L. Protesta, Jr., Quezon City 2nd DEO, (substandard project)
