CAB maintains airline fuel surcharge

Air passengers can expect stable ticket prices as the Civil Aeronautics Board kept the fuel surcharge at Level 4 for the seventh consecutive month in February.

The Civil Aeronautics Board (CAB) said in an advisory the passenger and cargo fuel surcharge for domestic and international flights would remain at Level 4 effective Feb. 1 to 28, 2026. This level allows airlines to collect a surcharge between P117 and P342 for domestic flights depending on the distance, while international flight surcharges range from P385.70 to P2,867.82.

For cargo, airlines are permitted to charge P0.60 to P1.76 per kilogram for domestic flights and P1.98 to P14.74 per kilogram for international shipments under the current level.

The CAB said airlines wishing to impose these fees should file an application on or before the effectivity period with rates not exceeding the specified ceiling.

The fuel surcharge is an optional fee collected by carriers to recover fuel costs and mitigate losses caused by price volatility. According to the International Air Transport Association Jet Fuel Price Monitor, average jet fuel prices stood at $89.637 per barrel as of Jan. 16, 2025, which represents a 0.4 percent decrease from the same period last year.
