PH reviews options against Grok AI over deepfake concerns

The Department of Information and Communications Technology said Friday it is reviewing regulatory options against Grok AI following global concerns regarding deepfakes and the exploitation of minors.

The department said several countries have already blocked or are investigating the platform for potential violations of online safety, child protection and human rights standards.

It said that in line with its mandate to safeguard citizens in digital spaces, the agency is coordinating with the National Telecommunications Commission and the Cybercrime Investigation and Coordinating Center to assess measures under the Cybercrime Prevention Act of 2012.

Authorities are looking at provisions on content-related offenses and the state’s power to suppress the use of information and communications technology for illegal acts. While the agency did not specify potential fines, violations of related digital safety laws in the region often carry penalties exceeding P1 million for non-compliance.

X, the platform owner of Grok, has reached out to DICT Secretary Henry Aguda to propose corrective measures. The company is offering stronger safeguards specifically designed for the protection of women and children.

The government expects concrete and enforceable actions rather than just assurances to ensure artificial intelligence technologies are never used to enable abuse, exploitation or harm, the agency said.

The move comes as the Philippines seeks to tighten oversight on generative AI tools that can produce hyper-realistic 100 percent synthetic media.

Officials noted that 1 or more international regulators have already flagged the platform for failing to adequately moderate harmful content.
