The Bases Conversion and Development Authority has granted the Supreme Court usufructuary rights for the construction and development of a Hall of Justice at Camp John Hay.
BCDA president and chief executive Joshua Bingcang said the grant reflects the agency’s support for an accessible, responsive and efficient justice system to serve Baguio City and nearby municipalities.
Signed Thursday, the agreement formalizes a shared vision between the BCDA and the Supreme Court to improve public access to judicial services in Northern Luzon. The Camp John Hay initiative builds on the BCDA’s push to align land use with long-term social benefits through partnerships with national agencies and local governments.
Earlier, the BCDA partnered with the Taguig city government and the Department of Education–Taguig and Pateros to develop new schools and community facilities in Pamayanang Diego Silang. The Dec. 18, 2025, agreement granted usufruct over a 1,110-square-meter parcel of land for facilities intended to serve students and sur-rounding communities.
Bingcang said the Taguig project underscores the BCDA’s parallel focus on human capital development alongside infrastructure investment, citing earlier initiatives such as the National Academy of Sports in New Clark City.
The site, currently managed by the Senator Renato “Compañero” Cayetano Memorial Science and Technology High School, was initially planned as a sports complex but will now be repurposed into accessible school and community spaces.
Taguig Mayor Laarni Cayetano said the partnership advances the city’s education agenda while ensuring public land delivers direct social benefits. Both projects reflect the BCDA’s continuing strategy to leverage government land assets for justice, educa-tion and inclusive urban development.
