DA clarifies ‘floating’ fertilizer after viral video

The Department of Agriculture on Wednesday clarified that reports of “insoluble and floating” fertilizer in Ilocos Norte stemmed from improper application rather than defective products.

The issue emerged after Esting Dela Cruz, a farmer from Marcos, Ilocos Norte, posted a social media video showing fertilizer granules floating and being blown by wind toward a rice field embankment. The footage raised concerns about the quality of fertilizers distributed under government programs.

The DA regional field office launched a validation and monitoring activity Dec. 21 to Dec. 22. Provincial and municipal rice program coordinators, along with the municipal agriculturist, inspected the site to verify the claims.

The field investigation confirmed the product was DANAT Complete Fertilizer (14-14-14), which was procured through the local government unit. It was not the brand mentioned by some social media commenters.

Investigators found the fertilizer had been applied as a side-dress instead of its intended basal application. Combined with strong winds, this caused the granules to remain on the soil surface and disperse, creating the impression of insolubility.

The DA team conducted an on-site briefing to demonstrate proper application. The agency reiterated that all fertilizers distributed through its programs undergo mandatory quality testing by DA laboratories or Fertilizer and Pesticide Authority-accredited facilities.

Following the investigation, Dela Cruz thanked the DA for its response and confirmed the fertilizer’s authenticity. He also used his vlog to share the correct application methods.

The DA said it will continue monitoring fertilizer use across the Ilocos Region and intensify farmer briefings to ensure proper utilization.
