Meralco seeks bids for 200 MW of baseload renewable energy

Manila Electric Co. (Meralco) said Monday it started the competitive selection process (CSP), or bidding, for 200 megawatts (MW) of baseload renewable energy (RE) capacity.

The procurement is intended to meet the utility’s renewable portfolio standards (RPS) compliance requirements.

The power retailer launched the CSP after receiving a certificate of conformity from the Department of Energy (DOE) on Dec. 4, 2025 for the procurement plan.

Meralco senior vice president and head of regulatory management Jose Ronald Valles said the CSP is consistent with Meralco’s “ongoing efforts to expand its supply portfolio sourced from renewable energy sources and securing Meralco’s RPS compliance through a competitive and transparent bidding process.”

The resulting four-year power supply agreement (PSA) will cover the 200 MW requirement, subject to approval by the Energy Regulatory Commission.

Meralco, through its bids and awards committee (BAC) for PSAs, has invited power generation companies to submit expressions of interest by January 6, 2026.

The utility has already contracted 1,536 MW of RE capacity from various suppliers, surpassing its initial target of 1,500 MW as part of its long-term sustainability strategy.

Through these strategic sourcing initiatives, Meralco expects RE to account for 22 percent of its total supply portfolio by 2030.

Meralco awaits the DOE’s certificate of conformity for two other proposed CSPs: one for 450 MW mid-merit capacity and another for 600 MW of baseload capacity. The DOE is awaiting the results of the Philippine Competition Commission review for these bids.

The 450 MW of mid-merit capacity (300 MW and 150 MW) is expected to begin supplying Meralco starting Feb. 26, 2028, and February 26, 2029, respectively. The 600 MW baseload capacity is targeted for delivery starting Feb. 26, 2028.

Meralco is also planning another 900 MW baseload CSP, which is slated to deliver supply by Feb. 26, 2030, with a contract term of 15 years.
