Lawmaker files bill for unified digital budget portal to boost transparency

Negros Occidental 3rd District Rep. Javier Miguel Benitez filed a bill on Dec. 10, 2025, proposing a unified, secure and publicly accessible digital portal for all national budget documents to institutionalize transparency and accountability in the national budget process.

House Bill No. 6761 aims to create the Government Hub for Information and Verified Expenditures (G-HIVE), consolidating records for planning, legislation, execution, procurement and audit into a single system.

The bill seeks to close gaps in the publication, accessibility, and traceability of fiscal information that currently impede government oversight and weaken public trust.

Under the bill, government agencies should upload expenditure-related documents within seven working days of issuance or completion. These documents should be in structured, machine-readable formats and utilize tamper-resistant technologies to guarantee authenticity and prevent manipulation.

The proposal includes administrative and criminal penalties for non-compliance, deliberate concealment, or falsification of required information.

The measure also establishes clear governance through a National Budget Transparency and Accountability Council. This council would include representatives from the government, civil society, the media, and the private sector, and would be responsible for monitoring compliance, enforcing standards, and recommending improvements to transparency mechanisms across the national government.

G-HIVE is designed to interface with existing financial and procurement systems and will provide verified audit trails for every stage of the budget cycle. The bill proposes a three-year, phased implementation, beginning with agency-level disclosures and progressing to full government-wide adoption.

HB 6761 serves as the House counterpart to Senate Bill No. 1506, also known as the Citizen Access and Disclosure of Expenditures for National Accountability Act or the CADENA Act, filed by former Senator Bam Aquino. 

Both measures propose a unified and tamper-resistant digital system for the full disclosure of government financial transactions. Benitez stated the measure seeks to strengthen transparency infrastructure, uphold the public’s constitutional right to information and ensure the effective and accountable use of national resources.
