The Department of Energy (DOE) has issued a draft framework for integrating waste-to-energy (WTE) into the country’s generation mix to implement the clean energy scenario outlined in the Philippine Energy Plan.
The DOE said a clear and consistent policy framework is necessary to guide the commercial development, regulatory oversight and grid integration of WTE facilities across the Philippines.
WTE is an energy system that converts feedstock, typically nonrecyclable waste materials, into usable heat, electricity or fuel through various processes.
Under the draft DOE circular, which is still subject to consultations, WTE projects utilizing thermal combustion technology to process municipal solid waste (MSW) from highly urbanized cities (HUCs) or clustered local government units (LGUs), and constructed and installed no later than 2027, will be designated as pioneer WTE projects. These pioneer projects will be eligible for priority permitting, dispatch and other incentives.
The DOE will issue the sites for pioneer WTE projects through relevant auction round procedures and terms of reference under the Green Energy Auction Program.
