DOE issues new policy to boost EV charging infrastructure

The Department of Energy (DOE) has issued a circular setting out the policy and guidelines for integrating the Charging Infrastructure Development Plan (CIDP) into the Philippines’ energy roadmap.

The circular, issued under the Electric Vehicle Industry Development Act and the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI), gives electric vehicle (EV) charging station providers the option to choose their electricity supply.

“The target under the CREVI through 2028 is to have 7,000 charging points. Right now, we are already close to 1,000,” DOE director Patrick Aquino said.

Aquino said the circular, which takes effect on Sept. 6, allows providers to choose their power sourcing mode, including on-site renewable energy generation or existing renewable energy programs like the Green Energy Option or an auction.

“By 2040, the target is 100 percent, RE will power EV,” he said, referring to renewable energy.

The circular establishes policies and guidelines for integrating the CIDP into the Distribution Development Plan (DDP) for all distribution utilities and other entities that distribute electric power.

The DOE said the circular aims to support CREVI targets, encourage investment in EV charging stations, promote the use of renewable energy, support the electrification of Local Public Transport Route Plans (LPTRP) and foster public-private partnerships.
