Citadel Energy Corp. (CEC) is developing a 180-megawatt peak solar power project in Camarines Norte as part of a P6-billion investment to bolster the country’s renewable energy capacity.
The San Vicente Solar Power Plant Project, a venture by the subsidiary of Zenith Renewable Energy Corp., aims to address rising electricity demand while meeting national climate goals. In documents submitted to the Department of Environment and Natural Resources, CEC said the project is part of the country’s transition toward sustainable energy sources to meet growing electricity demand and climate change goals.
The facility will be among the largest solar developments in the Bicol Region upon completion. It is designed to supply clean energy to the national grid, which the company stated would support efforts to strengthen energy security and reduce dependence on fossil fuels.
The Board of Investments (BOI) granted the project a “green lane” certificate of endorsement under Executive Order No. 18. This designation accelerates permit processing for high-impact investments. CEC said the BOI endorsement recognizes the project’s contribution to sustainable economic development.
Spanning 128 hectares across Barangay Asdum and Barangay Calabagas, the project is slated for a construction period of 1 to 3 years. The facility is projected to remain operational until 2050.
Environmental assessments indicate the site is not located within any declared protected areas under the National Integrated Protected Areas System. The Bicol Natural Park is 19 kilometers away, while the Abasig-Matogdon-Mananap Natural Biotic Area is 5 kilometers from the site. The report also noted the location is far from any internationally recognized wetlands designated under the Ramsar Convention on Wetlands.
