Local government units with outstanding efforts to deliver basic education to their constituents are invited to send nominations for the Synergeia Foundation’s Seal of Good Education Governance, which opens today.
Cities and municipalities that will receive the seal in September will get incentive packages from both PLDT and Smart Communications.
In determining the Seal recipients, a board of judges will evaluate how nominated LGUs have ensured the active participation of their local school boards and governing councils, and if they have increased the ratio of education spending to the total budget.
The locality’s cohort survival rate (the percentage of grade one students who went on to finish sixth grade) must also be higher than the national average or must have increased by two percentage points year-on-year. Another metric to be checked is the reduction in a number of non-readers and frustrated readers in the city or municipality.

Established in 2002, Synergeia is a coalition of individuals and organizations working closely with hundreds of LGUs to help improve the delivery of basic education to children.
The foundation launched the Seal of Good Education Governance last year and awarded the seal to 24 LGUs from Luzon, Visayas and Mindanao. A previous winner can still get the seal in succeeding years.
As in the inaugural year, PLDT and Smart will provide incentive packages depending on the LGUs’ respective circumstances and needs.
