The recently concluded training aims to equip BAC Members, Technical Working Group, Secretariat, and End-Users with a thorough understanding of the new provisions under Republic Act (RA) No. 12009, or the New Government Procurement Act (NGPA), and its Implementing Rules and Regulations. “This caravan offers us an invaluable opportunity to deepen our knowledge of the law – from its key provisions and implementing rules to practical applications such as procurement by electronic means, strategic procurement planning, modes of public procurement, and contract implementation and sanction mechanisms”, Usec. Miclat underscored. Usec. Miclat also emphasized that the enactment of the NGPA is more than a change in rules and procedures – it is a call for renewed commitment to public trust. Here in the Department, we recognize that procurement is not just about contracts, goods, or services; it is about ensuring that every peso entrusted to us directly supports programs that uplift workers, protect labor rights, and advance the welfare of the Filipino people.
