Outgoing PNVF chief files falsification complaints against volley exec

Asian Volleyball Confederation (AVC) president Ramon “Tats” Suzara has filed complaints of falsification of private document and use of falsified document against Philippine National Volleyball Federation (PNVF) chairman Dr. Arnel Balang Hajan.

Suzara, who will serve as president of the PNVF until December 31 this year, filed the case before the Office of the City Prosecutor in Taguig City last Friday, December 13.

The charges stemmed from a letter on a PNVF letterhead signed by Hajan dated December 1, 2025 addressed to Philippine Sports Commission (PSC) chairman John Patrick Gregorio where Hajan requested for official Team Philippines apparel and shoes for the 33rd Southeast Asian Games in Thailand.

“For this, the newly elected chairman (Dr. Arnel Hajan) and president (Tonyboy Liao) is requesting from your [Gregorio] good office for our uniform to be used during the competition, to wit: Dr. ARNEL HAJAN- Chairman – Jacket (L) , Shoes (9.5 or 43) and Tonyboy Liao -President – Jacket (3XL), Shoes (9.5 or 43),” the letter stated.

The letter bore Suzara’s electronic signature.

But according to the AVC head’s lawyers from the Tan Crucillo Dimaculangan & Roque Law Offices, the letter was never written by Suzara nor did he give his consent to compose one.

The letter was sent directly by Hajan via email to Gregorio’s official email address but was referred to the sports agency’s International Games Secretariat (IGS) on December 1.

It was only when the IGS sought official clarification about the authenticity of the letter that Suzara learned about the potential criminal offenses that are punishable by fines and imprisonment under the Revised Penal Code.
Manila Standard tried to contact Hajan but was not able to obtain a reply.
Hajan is also the Education Program Supervisor in MAPEH of the Basilan National High School and was designated as the concurrent principal of the mega school last July, according to a news item from the Department of Education Region (Zamboanga Peninsula, Pagadian City) official website.

“I was surprised by the existence of the emailed letter which I wasn’t informed about, nor did anyone request me to write one,” Suzara said.

Taguig RTC Assistant City Prosecutor Mae Lane Ong received Suzara’s criminal complaints.

The PNVF held its elections last November 21 and although Suzara still sought a seat in the federation board, he immediately told PNVF’s voting club members that he won’t seek another term as president as “strongly advised” by the world governing body for volleyball, FIVB, because of his position as AVC president.

Suzara is also an executive vice president of the FIVB, or the International Volleyball Federation.
