President Duterte has finally installed the right man to lead the Philippine National Police (PNP) which has gone through the worst period of its 30-year history.

The President designated P/Lt. General Guillermo Eleazar as PNP Chief “based on seniority, merit, service reputation, and competence to lead the police force,” according to Interior Secretary Eduardo Año who supervises the police force.

Eleazar is the sixth PNP chief appointed by Duterte to succeed Gen. Debold Sinas who retires tomorrow.

He is the most qualified and most senior of all PNP generals, a Philippine Military Academy (PMA) 1987 Hinirang Class, and possesses an excellent and unblemished track record.

Now, there is hope for beginning a genuine PNP reformation.

Like the widespread coronavirus or malignant cancer, corruption and impunity have gripped the PNP all these years.

This caused the credibility crisis for the PNP, undermining its effectiveness to fulfill its mandate “to serve and protect.”

Eleazar was a former director of the Quezon City Police District (QCPD) when QCPD garnered high trust ratings in surveys conducted in February 2018 by Camp Crame to assess the anti-criminality  performance of police units.

He later became regional director of Calabarzon in April 2018, before he was reassigned to NCR in June of the same year.

He also headed the PNP Anti-Kidnapping Group (AKG) in 2019 during which he turned down offers of hefty amounts of money by relatives of rescued kidnap victims, saying he and his men were just doing their job.

With Eleazar at the helm for six months, the PNP is now in good hands. He is an indefatigable frontliner and a true hero in his right during this deadly pandemic.

We are confident the erstwhile commander of Joint Task Force Covid Shield, the law enforcement arm of the Inter-Agency Task Force (IATF), will lead the 221,000-strong national police most effectively to enforce community quarantine rules.

In the face of continued increase in COVID-19 cases and the outbreak of Sars2 variants, PNP’s immediate task is clearly to enforce the health and safety standards set by the IATF.

And to enforce such measures, top police officials along with their men should set an example to the public of always adhering to the IATF protocols.

Eleazar is known for his dedication and professionalism for which he commands respect among fellow PNP officers and men.

He inspires and inculcates discipline among his subordinates as he leads by setting an example.

A known disciplinarian, the incorruptible Eleazar never tolerated abuses by his subordinates.

With Eleazar’s able leadership and unblemished credibility, the PNP may yet recover from the worst period of its history.

“To be appointed as the Chief PNP is a rare opportunity but comes with the challenges of good leadership and meeting the high expectations of the Filipino people. I accept these challenges,” Eleazar said.

I’m confident the general will have achieved success at the end of his hero’s journey and eventually become one of Duterte’s important legacies.
