Comelec to start ‘nuisance’ review

Over 47,000 political aspirants have filed their certificates of candidacy (COCs) for national and local positions in next year’s synchronized elections, with close to a hundred aspiring to become the next president of the Philippines, the Commission on Elections said.

However, not all of these aspiring politicians would become legitimate candidates as the poll body will review and study whether they are qualified or not.

Comelec spokesman James Jimenez said there were 97 aspirants for president, 28 aspirants for vice president, and 175 for senators, among others, during the COC filing period from October 1 to 8.

He said the high turnout of people wanting to seek top national posts would be reduced after the Comelec reviews

Citing the Omnibus Election Code, Jimenez said the poll body has the authority to reject the COC of individuals who fall under three categories: those who make a mockery of the election system; those who seek to confuse voters through similarity of names between candidates; and those who have no bona fide or good faith in running for office.

Jimenez said they need to review the COCs of these aspirants to determine if they are fit to officially run for next year’s general polls.

Meanwhile, Philippine National Police chief Gen. Guillermo Eleazar said the eight-day COC filing was “generally peaceful and orderly.”

“The Philippine National Police did not receive any significant incident that affected the eight-day filing of COCs and CONAs across the country. We attribute this to the preparations made by our unit commanders and the hard work of our personnel on the ground,” Eleazar said.

Eleazar said there were a few reported incidents in other parts of the country, but these were not significant and were properly addressed by local police.

Among these incidents was an incident of direct assault, alarm and scandal and malicious mischief at the Comelec office in Taraka, Lanao del Sur on Oct. 7. An aspirant who filed his COC for Sangguniang Bayan member allegedly caused a commotion at the office but police were able to subdue him.

Two individuals were also arrested separately in Lucena City and Marikina City for alleged violation of the gun ban.
