Congress, SC, Cabinet post record-high rating–SWS

The public satisfaction ratings of key government institutions, such as the House of Representatives, the Supreme Court, and the Cabinet reached a “record-high” in the first quarter of 2019, the latest Social Weather Stations survey revealed Tuesday.

According to SWS, net satisfaction ratings were “very good” for the Senate at +62 and for the Supreme Court at +50. Meanwhile, ratings were “good” for the House and Cabinet at +47 and +44, respectively.

The same survey also found out that the Senate recorded the highest rating among the three other government institutions.

In its survey, SWS found that seven out of 10 respondents or 72 percent were satisfied with the performance of the Senate, while 10 percent were dissatisfied.

“The net satisfaction rating of the Senate stays very good, up by 4 points from +58 in December 2018 to +62 in March 2019. This is the highest since the very good +67 in August 2012,” the pollster said.

The four-point increase in Senate’s overall net satisfaction was because of the seven-point rise in Balance Luzon, six-point increase in Mindanao, and one-point increase in the Visayas, combined with an eight-point decrease in Metro Manila.

The Senate’s net satisfaction rating stayed “very good” in Balance Luzon, the Visayas, and Mindanao. However, it fell from “very good” to “good” in Metro Manila.

It also remained “very good” in rural and urban areas at +64 and +58, respectively.

The Senate’s net satisfaction rating even rose from “good” to “very good” among class ABC at +54, “very good” among class D at +63, and “very good” among class E at +54.

Aside from the Senate, the SWS found out that six out of 10 respondents or 62 percent were satisfied with the performance of the Supreme Court, while the other 12 percent were dissatisfied.

“The Supreme Court’s net satisfaction rating rose from good to very good, up by 13 points from +37 in Dec. to a new record-high +50. This surpassed the previous record of good +44 in June 2016,” SWS said.

The 13-point rise in SC’s overall net satisfaction rating was due to the increases of 22 points in Mindanao, 16 points in Balance Luzon, and 9 points in the Visayas, combined with a five-point decline in Metro Manila. 

The SC’s net satisfaction rating rose from moderate to good in Mindanao at +49. It also stayed “good” in Metro Manila at +30. On the other hand, it rose to “very good” in Balance Luzon and in the Visayas at +54 and +56, respectively.

It also rose from “good” to “very good” in rural areas at +53, while it stayed good in urban areas at +45.

The net satisfaction with the Court rose from “good” to “very good” among class D at +50, “good” among class E at +49, and “very good” among class ABC at +52.

Meanwhile, 61 percent were satisfied while 13 percent were dissatisfied with the House.

“The net satisfaction rating of the House of Representatives stayed good, up by seven points from +40 in Dec. to a new record-high +47. This surpassed the previous record of good +43,” the SWS said.

The seven-point rise in the overall net satisfaction rating of the House was due to a 13-point increase in the Visayas, eight-point increase in Mindanao, seven-point rise in Balance Luzon, and one-point increase in Metro Manila.

SWS said it rose from “good” to “very good” in the Visayas and Mindanao at +54 and +50, respectively. Meanwhile, it stayed “good” both in Balance Luzon and Metro Manila at +47 and +37.

The House stayed good in urban areas and rural areas at +44 and +49, respectively.

By class, it was “very good” among class D at +50, “good” among class E at +41, and moderate among class ABC at +29.

President Rodrigo Duterte’s Cabinet, on the other hand, received a 57 percent satisfaction rating and 12 percent dissatisfaction.

“The Cabinet’s net satisfaction rating stayed good, up by nine points from +35 in Dec. to a new record high +44. This surpassed the previous record of good +38 in Dec. 2017,” the pollster said.

“The nine-point increase in the overall net satisfaction rating of the Cabinet was due to increases of 16 points in Balance Luzon, 11 points in Mindanao, and four points in the Visayas, combined with a 10-point decrease in Metro Manila,” it added.

The Cabinet’s net satisfaction rating was “very good” in Balance Luzon and in the Visayas at +51 and +50, respectively.

It rose to “good” in Mindanao at +38 and declined to “moderate” in Metro Manila at +25.

It also stayed “good” in rural and urban areas at +46 and +42, respectively.

By class, it stayed “good” among class D at +45, and among class E at +42. However, it fell from “very good” to “good” among class ABC at +46.

Among the key government institutions, the Duterte-backed Cabinet scored the lowest in terms of public net satisfaction. The Palace has yet to comment on the latest figures.

The survey, conducted from March 28 to 31 this year, used face-to-face interviews of 1,440 adults nationwide. It had sampling error margins of ±2.6 percent for national percentages, and ±5 percent each for Balance Luzon, Metro Manila, the Visayas, and Mindanao.

House Majority Leader and Capiz Rep. Fredenil Castro said the increase in the approval rating of the House was “much appreciated,” given the recent accusations that have been hurled against it.

Castro was referring to the budget controversy between the House and the Senate.

He lauded Speaker Gloria Macapagal-Arroyo for ignoring the brickbats thrown at her by her detractors, and instead focusing on improving the performance of House by way of bills and resolutions passed and hastening the delivery of government services by prodding agencies.
