Labor attaché in HK recalled

LABOR Secretary Silvestre Bello III said Monday he had “temporarily” recalled the labor attaché to Hong Kong for his alleged “favoritism” with recruitment agencies and to answer other complaints against him.

He said Labor Attaché Jalilo dela Torre had been recalled to answer allegations he was “playing favorites” with job recruiters.

But Bello said Dela Torre “is not being recalled permanently” and that he had only been recalled to explain his side.

“We sent a team to verify the complaint that he was playing favorites when it comes to accreditation. The team that went to Hong Kong recommended that he be recalled to explain,” Bello said.

De la Torre’s expose’ on the rampant illegal recruitment of Filipino migrant workers for Russia and Turkey prompted Hong Kong Chief Executive Carrie Lam to implement tougher sanctions against the agencies engaged in the practice.

Eman Villanueva, head of Bayan Hong Kong and Macau and secretary general of Unifil-Migrante HK, said the plan to recall Dela Torre sounded suspicious.

A group of recruiters had filed a complaint after failing to get a job quota for Filipino entertainers in Wan Chai.

Dela Torre is also being investigated for allegedly issuing overseas employment certificates  to Filipino workers in mainland China.

Dela Torre said there was nothing wrong with the issuance of OECs to Filipino professionals working in the mainland since this was allowed by Manila.

He also said he did not approve the job quota for the Wan Chai entertainers due to concerns that they might end up in prostitution.

Dela Torre was also credited for pushing for a provision in the employment contract of Filipinos in Hong Kong that they could not be forced to clean windows from the outside, especially in high-rise buildings.
