Halal-Chicken facility open for business

BULUAN, Maguindanao—Agriculture Secretary Manny Piñol on Friday opened the country’s first halal dressed-chicken facility here to cater to large-scale meat production with the trade name Philippine Halal Manok.

The modern halal facility can process up to 30,000 heads of dressed chicken daily, but on its inaugural run will start with just 1,500 heads a day, Maguindanao board member Jazzer “King” Mangudadatu said.

Piñol said the Department of Agriculture, which is member of the Philippine Halal Board under Republic Act 10817, a law that instituted the country’s Halal Export Development and Promotion Program, is helping jumpstart the plant.

Gov. Esmael Mangudadatu said the facility was built partly with foreign corporate interest represented by Taiwanese businessmen.

The governor said livestock supply, including poultry-raising feeds, for the plant’s initial operation would come from broiler farms here and in nearby towns that have developed community groups trained on poultry raising.

He assured officials and residents that the constitutional “60-40 rule” of businesses with mixed local and foreign interests was being faithfully complied with.

Board member Mangudadatu said the project is an income-generating opportunity to families of participating communities in Maguindanao. “It will also reduce instances of armed conflict when everybody becomes involved in massive production for livelihood,” he added.

The Oxford International Dictionary defines halal as “religiously acceptable according to Muslim law as in [the principles of] ‘halal banking [transactions]’” and one that is “denoting or relating to meat prepared as prescribed by Muslim law.”

According to a 2015 report by the World Halal Forum, the industry for halal food and beverages has a potential global market of US$1.4 trillion annually.

Locally processed chicken meat would then carry the “Halal Philippines” label, pursuant to RA 10817, which Congress passed last year.

Halal promotes the concept of total wellness in food processing by considering animal-raising and feeding history as part of meat preparation for food, literally “from the farmgate to the plate.”

The medium enterprise venture encourages residents to put up poultry buildings with environment-compliant design, and become part of the fast-growing halal industry with some reasonable support package program that the venture may provide, according to Mangudadatu.
