Pray for BBL passage–Shar’ia ruling

THE influential Bangsamoro Dharul Ifta (House of Opinion) has issued its Shar’ia ruling (fatwa) calling on all Muslim brothers to continuously pray to Allah, amid the uncertainty clouding the passage of the Bangsamoro Basic Law still languishing in Congress.

The three-paragraph Fatwa No. 2 or ruling was signed by Bangsamoro Mufti Abuhuraira Abdurahman Udasan on  Saturday, Jan. 20, but was made available only on Monday, Jan. 22. 

“In view of the uncertainty of the passage of the Bangsamoro Basic Law, the Bangsamoro Dar-Al-Ifta issued this Shari’ah ruling [fatwa] reminding the entire Bangsamoro people to get ready to face any eventuality in this respect,” the ruling read. 

“The Bangsamoro people are urged to get more closer to Almighty Allah by having more do’aa and doing the ‘Qunoot’ in their five times daily prayers, citing the Qur’anic verse “And your Lord says: Call on me, I will answer your prayer (Gafir:60).” 

Qunoot is the name of a du’aa’ (supplication) offered during prayer at a specific point while standing read in the last rak’ah of each of the five daily obligatory prayers in the midst of a calamity (naazilah), until Allah relieves the Muslims of that calamity.

Earlier, President Rodrigo Duterte vowed to the Moro Islamic Liberation Front that he would pass an executive order creating a Bangsamoro region in Mindanao, should Congress fail to pass the proposed Bangsamoro Basic Law.

Previously, the MILF warned of a possible leadership vacuum in the Autonomous Region in Muslim Mindanao if government failed to pass the long-awaited Bangsamoro Basic Law”•a campaign promise of his”•before the year ends.

The Framework Agreement on the Bangsamoro that was signed in 2012 and the comprehensive agreement forged by the government and the MILF in 2014 signaled that the elusive peace in Mindanao was now within reach, Iqbal said.

However, if the Congress will enact a Bangsamoro law “that is lesser than the aspirations of Bangsamoro people, then it will not address the four-decade conflict in Mindanao,” the MILF said.
