Lockdown routes to avoid in week-long Asean event

MOTORISTS are strongly advised to refrain from passing through designated lockdown routes in Metro Manila from Nov. 8 to 15 for the Association of Southeast Asian Nations Summit.

Interior and Local Government officer-in-charge Catalino S. Cuy, the chairman of the Asean Committee on Security, Peace and Order, Emergency Preparedness and Response,  announced the following lockdown schedules:

Nov. 8 (12:01a.m. onwards) – Partial lockdown of CCP Complex, Pasay City

Nov. 11 (10:00 p.m. onwards) – Complete lockdown of SMX-MAAX Block, Pasay City

Nov. 12 (12:01 a.m. onwards) – Complete lockdown of CCP Complex, Pasay City

Nov. 13 (12:01 a.m. onwards) – Total lockdown of Roxas Boulevard starting from

Padre Burgos Ave. to Buendia Ave., Manila

Nov. 13 (12:01 a.m. onwards) – Partial lifting of lockdown at SMX-MAAX Block, Pasay City

Nove. 13 (12:00 noon onwards) – Lifting of lockdown for Roxas Blvd. (Padre Burgos

Ave. to Buendia Ave., Manila)

Nov. 14 – Continuous lockdown of CCP Complex, Pasay City

Nov. 15 (12:00 noon onwards) – Partial lifting of lockdown for CCP Complex, Pasay City

During a partial lockdown, pedestrians and vehicles without Asean IDs and decals are allowed to enter the above-mentioned routes provided that they pass through the vehicle and pedestrian security areas.

On days with a full lockdown scheduled, only pedestrians and vehicles with Asean IDs and decals will be allowed to pass while the general public will be denied access to these routes.

“With less that two weeks before the event, I urge the public to steer clear of said lockdown areas so that they will not be trapped just in case there is a passing convoy,” Cuy said.

He also advised the general public to refrain from passing through the North Luzon Expressway and Edsa as the stop-and-go scheme will be implemented every time an Asean convoy passes through these two major highways.

In Clark Freeport, Pampanga, two parallel runways of the Ed Clark International Airport will be converted into a huge parking lot for the aircraft of the visiting 15 heads of state attending the summit, from Nov. 13 to 17.

The former US Air Force base has two parallel runways measuring 6,400 meters long each and a width of 60 meters and 45 meters respectively. The base was abandoned by Americans when Mt. Pinatubo erupted in 1991.

Supt. Michael John Riego, operation officer of the Pampanga Police Office said the official aircraft—three Boeing 747s, a Boeing777-300 and the Russian IL-96—used by the leaders from the United States, India, China, Japan and Russia will use the converted runways.
