Baguio City Mayor Benjamin Magalong and San Fernando City acting Mayor Alfredo Pablo Ortega signed a Memorandum of Understanding (MOU) to create a Summit and Sea Technical Working Group (TWG) to draft a Summit and Sea Tourism Bubble. The TWG is composed of representatives from the administration, tourism, police, and health offices of both Local Government Units (LGU).

The two LGU agreed to mutually work closely in implementing the Summit and Sea Baguio – San Fernando Tourism Bubble.

Mayor Magalong said that “Baguio City and San Fernando City are now venturing further to spark the momentum towards economic recovery through a smaller tourism bubble.”

Magalong assured that reviving tourism will be done safely, surely, and steadily to make sure that no one – tourists and residents alike – gets into harm’s way.

Mayor Alfredo Pablo Ortega said the MOU is like a marriage between the two cities. He said the MOU is a partnership that will make both cities thrive again despite the challenges because of both areas’ natural resources – the mountains and trees of Baguio and the beautiful beaches of San Fernando.
