Quezon City Mayor Joy Belmonte again topped the survey on the performance of local chief executives in the National Capital Region followed by Pasig City Mayor Vico Sotto and Manila Mayor Isko Moreno Domagoso.

An independent, non-commissioned survey was conducted by RP-Mission and Development Foundation Inc., and it did a direct thorough interview and engaged with 3,500 respondents who were asked to rate their respective mayors regarding their over-all job performance for the year 2020.

Belmonte received the highest approval rating among its residents at 86 percent. The ranking from second to the fifth top-performing NCR Mayors were Vico Sotto of Pasig (83 percent), Isko Moreno Domagoso of Manila (80 percent), Rex Gatchalian of Valenzuela (76 percent), and Marcy Teodoro of Marikina (75 percent).

The next were Lino Cayetano of Taguig (69 percent), Abigail Binay of Makati (68 percent), Toby Tiangco of Navotas (65 percent), Carmelita Abalos of Mandaluyong (58 percent), Francis Zamora of San Juan (55 percent) and Jaime Fresnedi of Muntinlupa (51 percent).

“Overall, almost all NCR Mayors’ approval ratings improved compared to the previous surveys. However, of the 17 NCR Mayors only 11 were given a passing rate by their constituents. The top 5 NCR Mayors are doing great a job. Not only that, they were able to maintain their rankings, but it also increased positively from +1 percent to +3 percent points and the highest gainer is Mayor Domagoso and Teodoro +3 percent.”

The six remaining cities and one municipality got low approval ratings. The lowest approval ratings were recorded by Pasay (33 percent), Malabon (35 percent), and Las Pinñas (37 percent).

Dr. Martine added “Reviewing the comments given by the respondents— innovations in reaching and addressing constituents concern during the pandemic, social & welfare services, ease in doing business and transactions at city hall, and hands-on Mayor made Belmonte as top NCR Mayor. In Pasig, the core agenda is eradicating corruption of Mayor Vico as the top comment while Mayor Isko constituents said they liked his initiative for going around addressing concerns and issues even at night time”.

The respondents were also asked by the field researchers after giving their job performance rating if they will vote or not vote for their Mayor if they will run for re-election. These were the Results—Sotto of Pasig (80 percent), Belmonte of Quezon City (76 percent), Domagoso of Manila (75 percent), Teodoro of Marikina (67 percent), Cayetano of Taguig (60 percent), Binay of Makati (62 percent), Tiangco of Navotas (58 percent) and Abalos of Mandaluyong (53 percent).

Mayor Vico Sotto of Pasig City received the highest conversion of approval and voters’ preference, (Sotto) got an approval rating of 83 percent and his 2022 re-election bid achieved 80 percent—a matter of +3 percent points difference shows how formidable he is in the next upcoming elections.

The respondents of the survey that was conducted from February 20-28, 2021, were registered voters and all residents of Metro Manila aged 18 to 70.
