‘PH healthcare needs other measures’

The government should not only focus on the implementation of the Universal Health Care Law but also on other measures that will ensure the efficiency of the law, such as the automation of hospital transactions, according to health experts.

In a forum, The Medical City president and chief executive Eugenio Ramos suggested a system involving infrastructure, calculation of payments and automation

“There has to be some interconnected approach to this in terms of the infrastructure, how payments are measured… and digital technology,” Ramos said.

“Some degree of automation that would be a little more sophisticated will have an impact.”

Ramos said the culture of corruption could spoil the success of the UHC law’s implementation.

“Culture is part of this. ‘Yung culture of palusot: ‘Puwede tayong makakuha dyan ng some more even if we don’t deserve it.’ These are the things that are marring the success of UHC,” he said.

The principal author of the UHC Law, former senator JV Ejercito, seconded the suggestion of Ramos.

“Sa processes, ‘yung binanggit ni Doc maganda ho ‘yun. ‘Yun pong involving information technology or computerization para maiwasan din ‘yung magic-magic,” Ejercito said.

Aside from this, Gene Nisperos of the University of the Philippines Manila said the government should also look into the deficiency of the law due to some presumptions.

“Sa usapin ng UHC, ang presumption niya po ay ‘yung infrastructure can actually account ‘yung implementation ng UHC,” Nisperos said.

“Kung titignan po natin ‘yung government-run healthcare system, ang dami pong pagkukulang. We have district hospitals na understaffed. ‘Yan ang pinupuntahan madalas.”

According to Nisperos, around 70 percent of the population go to 30 percent of healthcare facilities under the government.

“Overwhelmed po’ yung government public health facilities natin. Neglected sila dahil kulang ng gamit, kulang ng staff,” he said.

“Kahit ipatupad natin nang husto ang UHC law, talagang mapo-pose po ‘yan sa mas lalong mahirap na sitwasyon dahil hindi po siya handa at sapat doon sa implementation.”
