Fil-Chi contractor tells Duterte of DPWH ‘corruption’

A Filipino-Chinese contractor filed a complaint before the Office of the President for alleged corruption in the bidding of multi-billion peso mega projects in Mindanao, favoring a single Chinese contractor for several projects.

Jingxy Fu of China Geshouba Group Corporation Ltd. claimed the alleged corruption inside the Department of Public Works and Highways (DPWH) has been going on amid coronavirus pandemic.

In a two-page letter addressed to President Rodrigo Duterte, Fu fearlessly mentioned the name of Usec. Emil K. Sadain CESO (Career Executive Service Officer) for UPMO Operational and Technical Services of DPWH, as the one behind the alleged corruption in the said government agency.

Sadain could not be contacted for comment as of presstime. Efforts to reach Public Works Secretary Mark Villar also proved fruitless.

According to Fu, a syndication and illegal contracting of the foreign projects is being practiced in the agency, particularly in the foreign assisted projects loan, specifically the Rio De Grande Mindanao Project that costs P30, 322,381,952.44 worth of foreign loan.

“Usec Emil K. Sadain CESO 1 for UPMO Operational and Technical Services of DPWH, along with his “Partner” inside is behind the syndication and illegal contracting of the foreign projects. He is also accountable in pursuing the Chinese Embassy to be repeatedly recommending their contracted bidder because he will receive a 15% kickback that is delivered in his main office and to be received by his “Partner”,” part of the letter said.

Fu also mentioned in the said letter that Sadain, allegedly gets his “blessings” to operate these illegal transactions from the DPWH Secretary himself, Mark Villar, a certain Mr. Excandor and Mr. Jacky Pong of the POGO Industry.

“During the pre-bidding of the Sinohydro Corp. of China Sadain approached us and stated that this project is sincerely for China Geo and China State Construction Company because they have already released 2% cash advance,” Fu wrote in the letter.

The Fil-Chinese Contractor is seeking help from the President to look into the matter and investigate.
