SC grants SolGen’s motion on plea challenging GAA

The Supreme Court (SC) has granted the Office of the Solicitor General’s motion related to the petition questioning the constitutionality of the 2025 General Appropriations Act (GAA).

In a three-page resolution issued May 6, the Court approved the consolidation of related cases and reset the oral arguments to May 27, 2025, or a later date.

The petition, filed by lawyer Victor Rodriguez and others, alleges that the GAA violates the Constitution on several grounds.

Among the claims are the alleged failure to allocate mandatory funding for PhilHealth, unauthorized budget increases, prioritization of infrastructure over education, and the inclusion of unspecified items in the Bicameral Committee Report.

Respondents include the House of Representatives, Senate, and Executive Secretary Lucas Bersamin.
