‘Miscarriage of justice:’ Ex-ranking cop tagged in P6.7-b drug bust denies charges

A former brigadier general who used to work for the Philippine National Police (PNP) broke his silence through a 16-minute video uploaded on social media, explaining his involvement in the alleged mishandled 2022 drug raid worth P6.7-billion in Tondo, Manila.

Retired Police B/Gen. Narciso Domingo criticized former and current Department of Interior and Local Government Secretary (DILG) officials for questioning the legitimacy of their operation. He accused them of deliberately flipping the narrative to protect some corrupt policemen.

Kami na ang nakahuli ng isang toneladang shabu, kami pa ang gustong ikulong ngayon (We were the ones who seized a ton of shabu, yet they want to imprison us),” Domingo said, decrying allegations that they were covering up a crime.

Domingo and other cops involved were accused of conspiracy after dismissed Police Master Sergeant Rodolfo Mayo, Jr. was arrested for ‘stealing evidence.’ Mayo is the central figure in the case, who entered a ‘not guilty’ plea at the Manila regional trial court (RTC) last January 27, 2025.

Domingo is worried the complaints he filed against police officers, who were actually involved in illegal drug activities, might get dismissed and set free. He appealed to incumbent DILG Secretary Jonvic Remulla to review his assessment of the case.

“Please reconsider, sir. Review, amend or possibly withdraw your non-bailable complaints against us. Hindi po kami ang kalaban dito… (We are not the enemy here…) This is a miscarriage of justice,” Domingo told Remulla. The DILG chief and the PNP are yet to comment on this development.  

Domingo headed the PNP-Drug Enforcement Group that led the operation, which seized 990 kilos of shabu in October 2022. He was among the 30 active and retired cops, who were ordered arrested by the Manila RTC Branch 175. Some of the implicated officers have already been detained.


The retired police officer denied claims that they “staged” the operation, so they could access the rewards attached to it. He said these charges are part of an orchestrated plan to free up Mayo, who was allegedly in the service of drug syndicates, and let them take the fall instead.

Domingo also mentioned he has no intention to surrender because he does not want to end up like former Senator Leila de Lima, who waited seven years to reclaim her freedom over wrongful charges.

He concluded his video with a direct appeal to President Ferdinand Marcos, Jr. “I am praying that you will bring back common sense and order over this brouhaha, over this miscarriage of justice… Bahala na po si Lord sa atin. May God Bless us all. Thank you,” Domingo said.
