CHR probes woman’s death in Davao del Sur

The Commission on Human Rights is set to conduct a motu propio investigation into the discovery of a body of a woman floating near a beach in Sta. Cruz, Davao del Sur last Jan. 22.

“The Commission condemns this heinous and cruel violation to human life. Torture and other cruel and inhumane acts are prohibited by the Constitution and are criminalized by the Anti-Torture Law. No individual should be subject to torture or any cruel, inhuman, or

degrading treatment or punishment,” spokesperson Jacqueline Ann de Guia said.

“CHR will be working closely with local officers to help in establishing the identity of the victim. We ask any possible witnesses or those who may have knowledge on the identity of the victim to volunteer information to your nearest police station or CHR office so we may help achieve justice for this human rights violation,” she added.

The victim was believed to have been tortured, according to authorities. Her body was reportedly found hogtied from her neck to her limbs with nylon rope and black twine, while connected to a water container with cement serving as anchor.

Her hands and feet were tied with masking tape. She bore a long laceration on her stomach with her face appearing to have been stricken with a hard object.

Meanwhile, CHR lauded the Department of Environment and Natural Resources’ decision to suspend a mining operation in Banaybanay, Davao Oriental due to massive siltation and discoloration of the Mapagba and Pintatagan rivers.

“CHR also recognizes the resolve of Davao Oriental Gov. Nelson Dayanghirang in protecting communities from the long-term effects of irresponsible mining by calling for the cancellation of the permit of the mining companies who caused extensive pollution of the rivers.

This demonstrates giving premium to the long-term welfare of the people instead of merely seeing the economic benefits of the mining industry,” De Guia said.
