Raps filed vs. 4 police for alleged extortion

The Department of Justice has been asked to prosecute four policemen for allegedly extorting money from the family of an arrested suspected illegal drugs trader.

The Philippine National Police-Integrity Monitoring and Enforcement Group (PNP-IMEG) presented the four policemen before Assistant State Prosecutor Susan Villanueva on Thursday afternoon for inquest proceedings.

The PNP-IMEG charged Corporals Nickson Mina, Juan Carlo Guzman, and Francis Mikko Gagarino, and Patrolman Tom Hikilan, all members of the Manila Police District Station 4, with kidnap-for-ransom and violating the anti-torture law.

The four were arrested Wednesday morning during an entrapment operation set-up by the PNP.

During the operation, police operatives caught the suspects in the act of receiving P200,000 in marked money.

The PNP-IMEG acted on the complaint of the family of an arrested drug suspect.

The family alleged that the four policemen demanded P500,000 for the release of the drug suspect who allegedly also got tortured following his arrested last Nov.12.
