State pension fund Government Service Insurance System president and general manager Jesus Clint Aranas said “discourtesy is totally unacceptable in GSIS.”
He was reacting to reports of Civil Service Commissioner Aileen Lizada that a certain frontliner in GSIS Legazpi branch took his lunch break instead of attending to the request of a DepEd teacher for a statement of account.
“We thank Commissioner Lizada for calling our attention on the matter. We assure the Commission and our stakeholders that GSIS is absolutely committed to upholding the highest standards of ethics in public service,” he told a news briefing.
Aranas said the GSIS immediately filed an administrative case against the frontliner for violating office rules and regulations.
“We are doing everything without violating due process but let this be a stern warning. I will not think twice in meting out the heaviest penalties, including dismissal, for erring employees.”
The pension fund chief said he immediately relieved the manager of Legazpi branch on the basis of command responsibility.
“As public servants, we are accountable to our members and pensioners, and uphold their public interest all the time.”
At the stakeholders’ dialogue held Thursday in Bacolod City, Aranas stressed GSIS was revisiting its systems and procedures to further reduce processing time pursuant to Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
He added GSIS had achieved a 100 percent resolution rate under the President’s Hotline 8888 in 2018, based on the report of the Office of the Presidential Complaint Center.
“All 1,234 GSIS referrals including complaints were closed and resolved last year.”
Aranas said that GSIS continued to find ways to extend the most responsive service, including leveraging advances in technology to “provide greater convenience for our more than two million members and pensioners.”
