NYC quizzed on ‘unnecessary spending,’ hiring of consultants

The Commission on Audit has called the attention of the National Youth Commission for “unnecessary spending” on meals and snacks served in 112 unofficial meetings held in 2017 and for hiring consultants with incomplete documentation.

The state auditors cautioned the NYC to “observe prudence in the use of government funds” saying food should be served only for office-related events.

“We reviewed the petty cash vouchers and found out that of the total sample of 126 meetings and related activities held during the year, the total cost of P296,968.30 was used for payment of meals and snacks served, 112 of which with a total cost of P268,068.55 were considered not official,” CoA’s report read.

According to CoA, the NYC must submit a duly signed notice of meeting or office order bearing the names of participants and the purpose so the commission determine whether or not an event is work-related.

Under CoA Circular No. 2012-003, government officials and employees were reminded to exercise the “diligence of a good father of a family” when spending taxpayers’ money with an admonition to consider the demands of good government.

CoA challenged the NYC’s hiring of consultants despite non-submission of complete documentary requirements and questioned why the hiring was done through negotiated procurement, and not through a public bidding.

A breakdown of the NYC’s operating expenses showed consultancy services ballooned to P3.55 million in 2017 compared to just P874,400 in 2016 or a 306 percent increase.

Payment vouchers for the consultants did not have attached copies of their curriculum vitae and accomplishment reports, among other documents required for submission.

The NYC’s travel expenses also climbed from P5.3 million in 2016 to P8.24 million last year with a difference of P2.945 million.
