President Rodrigo Duterte declared the liberation of Marawi City from Islamic State-inspired terrorists Tuesday, after more than five months of infighting that also saw the deaths of top terrorist leaders.

“Ladies and gentlemen, I hereby declare Marawi City liberated from terrorist influence that marks the beginning of rehabilitation,” the President said under pouring rain in his sixth visit to the conflict-torn city.

Duterte likewise vowed he won’t budge on his promise to assist in the city's recovery and rehabilitation efforts.

“Walang iwanan. Ibubuwis ko sa inyo lahat,” he said.

On Monday, Abu Sayyaf leader and the emir of the Islamic State group in Southeast Asia  Isnilon Hapilon, along with Omarkhayam Maute, one of two brothers who led an extremist group allied to Hapilon, were both  killed in the battle with government forces.
