TO combat unscrupulous texters, the Quezon City government said it backs the mandatory registration of prepaid subscriber identity module cards.

The 36-member city council passed a resolution pushing for the immediate passage of a measure in Congress requiring the mandatory registration of prepaid SIM cards.

The proposal is contained in Senate Bill 105 authored by Senator Richard Gordon and House Bill 2809 penned by Quezon City Rep. Winston Castelo.

City Council Resolution 7017-2017, authored by Councilor Anthony Peter Crisologo, said the proposed  congressional measure would help law enforcement authorities to identify perpetrators of crimes, such as abduction, estafa and other unlawful activities.

A copy of the resolution has been forwarded to the National Telecommunications Commission, Office of Senator Richard Gordon, office of Castelo and other government agencies concerned.

In 2009, a similar move with the same objectives in addressing criminal activities has been introduced in Mexico, South Africa Ecuador, Bangladesh, United Kingdom, and Pakistan.

Indonesia, on the other hand, has developed an online system of registration of all retail outlets in 2012.
