Lakas-Christian Muslim Democrats (Lakas-CMD) has asked the National Bureau of Investigation (NBI) to probe the source and distribution of a fabricated document titled Oplan Horus and file charges against those responsible.
In a letter dated April 23 to NBI Director Jaime B. Santiago, Lakas-CMD Executive Director Anna Capella Velasco expressed concern over the “malicious and falsified” material, which falsely named House Majority Leader Rep. Manuel Jose Dalipe as its author and included a forged signature.
The document was published by The Manila Times and widely circulated on social media, causing reputational damage to Dalipe, the House of Representatives, and the party. Velasco stated the document was clearly fraudulent and denied any involvement by the Majority Leader.
Lakas-CMD urged the NBI to trace the origin of the forgery, determine how it was published and spread, and coordinate with digital platforms for forensic analysis. They called for legal action under identity fraud, cyber libel, and the Cybercrime Prevention Act of 2012.
The party emphasized the urgency of the investigation, warning that the spread of such disinformation threatens public trust and democratic stability ahead of the 2025 midterm elections.
