Salceda unveils ‘Global Albay’ vision in 2025 gubernatorial bid

Albay 2nd District Rep. Joey Salceda is pushing forward with his “Global Albay” vision, which he laid out recently during the official launch of his candidacy for governor of the province in the 2025 midterm elections at the Sawangan Park in Legazpi City.

Speaking to his constituents, the seasoned politician and economist said the development of Legazpi as a “global city” will serve as the engine of progress not only for its more than 200,000 residents, but also for the entire province.

“Legazpi provides jobs for our people, markets for our products, credit for our businesses, and schools for our young and gifted. It is the window to the soul of the people of Albay,” Salceda said. “There is no ‘Global Albay’ without a ‘Noble Legazpi.’”

Salceda outlined key milestones that have contributed to Legazpi’s growth, including the construction of the Bicol International Airport, upgrades to major hospitals like the Bicol Regional Hospital and Medical Center (BRHMC), and the creation of the Bicol University College of Medicine.

He also cited infrastructure projects such as new roads, classrooms, health facilities, and evacuation centers across the province. He likewise vowed key investments to vital services such as reliable access to water and electricity, among other initiatives, should he be given the mandate to lead Albay again.

Salceda’s other plans for Albay include:

  • Boosting Legazpi’s role in international tourism via the Almasor (Albay-Masbate-Sorsogon) Tourism Circuit
  • Supporting clean energy investments to make Albay a renewable energy powerhouse
  • Reviving cultural festivals and promoting creative industries
  • Containerization of major ports to expand commerce
  • Establishing Legazpi as Southern Luzon’s convention capital and a university city
  • Enhancing healthcare access through a proposed Global Hospital at BRHMC

Salceda also committed to strengthening disaster preparedness by revitalizing the Climate Change Academy, and partnering with international agencies and non-government organizations to promote climate resilience.

“With your mandate, I will finish what we have begun and start new initiatives to make Albay and Legazpi truly global,” he said.
