Campaign rallies now prohibited on main roads in NCR

Campaign rallies are prohibited along national highways in the National Capital Region (NCR).

The Metropolitan Manila Development Authority (MMDA) issued this reminder to politicians and motorcade and caravan organizers to reduce traffic congestion in the metropolis.

The MMDA crafted the guidelines for the use of roads during campaign rallies, as the local campaign period for the midterm elections began last Friday.

MMDA chief Don Artes said political rallies are not allowed on national highways, specifically on routes R1 to R10 and C1 to C5, and will only be permitted on weekends and public holidays.

However, the MMDA stated that motorcades or caravans may cross the highways when necessary, provided that the intersections are open and accessible, allowing them to safely reach the other side of the road.

According to the MMDA’s guidelines for motorcades, there can be no road closures; only one lane may be occupied, and normal traffic flow must be maintained.

“The organizers should mobilize their own marshals and secure the necessary permits. Motorcade participants must stay in the designated lane to avoid inconveniencing the motoring public,” said Artes.

Organizers must include full details in their applications, such as the name of the event, organizations involved, date, time, route, estimated number of motor vehicles, program of activities, and any other relevant details.

“The same standards and procedures will apply to all applicants for rally permits, regardless of political party,” Artes added. Parking along the roadway will be prohibited during the event.

In the previous elections, campaign  rallies and motorcades were prohibited in 22 major thoroughfares in NCR.

The ban covers various areas such as Epifanio delos Santos Avenue, Circumferential Road-5, Quezon Avenue, Marcos Highway, Commonwealth Avenue, España Boulevard, E. Rodriguez Avenue, Ramon Magsaysay Avenue, President Quirino Avenue, Aurora Boulevard, Ortigas Avenue, Shaw Boulevard, Andrews Avenue, South Super Highway, Taft Avenue, Roxas Boulevard, Araneta Avenue, A.H. Lacson Street, Rizal Avenue, and A. Bonifacio Avenue.

While on secondary roads or non-major thoroughfares, the MMDA required candidates and all political parties to notify the agency three days before the rally and motorcades.  The MMDA clarified that it “shall not be held liable for any accidents, injuries, or untoward incidents that may occur during the event.”

Organizers are required to assume responsibility for the safety and security of all participants and bystanders. In coordination with the concerned local government units, the MMDA will implement necessary traffic diversions to minimize disruptions during the motorcade or caravan.
