‘Huli-dap’ victim files charges vs. 10 officers

The National Police Commission (Napolcom) on Tuesday presented a victim of a police extortion scheme in Angono, Rizal, who filed administrative charges against 10 police officers from the Angono Police Station.

Napolcom Vice Chairperson and Executive Officer Rafael Vicente Calinisan presented alias “Momoy,” who accused members of the station’s Drug Enforcement Unit of robbery, extortion, and planting of evidence.

The victim said operatives stopped him while riding his motorcycle along Botong Francisco Avenue in Barangay San Isidro on Nov. 10, 2025, and forced him into a vehicle with two other suspects.

He said the officers took his gold ring and demanded P100,000 for his release, later accepting P50,000 after he pleaded financial hardship.

“In the office, they planned to kill us. One said, ‘The chief agreed. Let’s kill the tall one,’” the victim told reporters.

He also claimed one of the policemen beating him appeared to be under the influence of drugs.

“When he was beating me, his eyes were red and his jaw was shaking,” he said.

Calinisan said Napolcom has launched a motu proprio investigation into the incident and is also examining possible command responsibility.
