38K barangays comply with disclosure policy

​The Department of the Interior and Local Government (DILG) reported Thursday that 97.7% or 38,523 barangays nationwide are compliant with the Barangay Full Disclosure Policy (BFDP). 

This mark represents the highest compliance rate in Philippine history.

​Launched in 2019, the BFDP requires local government units (LGUs) to post quarterly financial documents in three visible locations. 

These records include budgets, income summaries, procurement plans, and itemized monthly collections to ensure transparency.

​At other levels, 79 provinces, 142 cities, and 1,408 municipalities are also fully compliant. DILG Director Dennis Villaseñor summarized the 2025 accomplishments as “MAKAMASA” and “TAMA,” focusing on clean and honest governance.

​Villaseñor noted that the policy forms the foundation for accountable and participatory local leadership. 

He stated that the high compliance level reflects a successful response to public demand for better accountability and disaster response.

​Aligned with President Marcos Jr.’s digitalization mandate, over 1,100 cities have automated business permit processes. 

Additionally, more than 1,000 barangays have adopted e-payment systems for utilities and streamlined clearance modules.
