SC launches updated codes on judicial conduct, accountability

The Supreme Court (SC) on Friday announced the launch of the 2025 Code of Judicial Conduct and Accountability (CJCA) and the 2025 Code of Conduct and Accountability for Court Officials and Personnel (CCACOP).

With the launch, the High Court reaffirmed its commitment to ethical conduct, transparency, and accountability in the judiciary.

The launch followed a special en banc session on Wednesday, during which justices, judges, and court officials took their oath of office using the newly revised oaths.

The event marked the completion of the Court’s three-pronged integrity initiative under the Strategic Plan for Judicial Innovations 2022–2027.

In 2023, the judiciary introduced the Code of Professional Responsibility and Accountability for members of the Philippine Bar as part of the same reform program.

The CJCA provides clearer and more responsive guidance on the core principles of judicial conduct, including independence, impartiality, propriety, equality, competence, diligence, and accountability.

It also introduces new provisions addressing the demands and realities of modern adjudication.

Meanwhile, the CCACOP sets updated standards of professionalism and accountability for court officials and personnel, emphasizing that they must uphold integrity both in their official functions and in their personal conduct as visible representatives of the judiciary.

The SC said both codes will apply to all pending and future cases, unless the Court determines that retroactive application would be unjust.
