Dizon denies Leviste’s BCDA insertion claim

Public Works Secretary Vince Dizon on Tuesday denied allegations by Rep. Leandro Leviste that he made supposed “insertions” or used “allocable” funds for flood control projects.

Leviste earlier claimed that Dizon approved insertions for flood control projects under the Bases Conversion and Development Authority (BCDA), which Dizon previously headed.

In response, Dizon said the accusations were baseless and malicious.

The BCDA has also issued a statement denying the claims, saying it has no flood control projects funded through budget insertions, “allocable funds,” or any discretionary source.

The agency said any claims of discretionary or allocable funding for such purposes are false.

The controversy comes amid reports involving some Department of Public Works and Highways (DPWH) personnel who have accused Leviste of forcefully and illegally obtaining files from the late DPWH Undersecretary Catalina Cabral.
