6 in 10 Pinoys believe Rody must face charges before ICC—survey

Some 62 percent or about six out of 10 Filipinos believe that former President Rodrigo Duterte should face the charges leveled against him at the International Criminal Court (ICC).

This was the result of a survey conducted by WR Numero Research, which also indicated that only 20 percent of respondents disagreed with Duterte’s impending ICC trial, while 19 percent remained uncertain.

Moreover, 52 percent of respondents have already decided that he should answer for crimes against humanity arising from his administration’s so-called war on drugs, while 24 percent disagreed and 25 percent were unsure.

“We’ve seen a lot of support for the process that the former president, Rodrigo Duterte, is currently a part of, a process involving the International Criminal Court where there were cases launched against him,” WR Numero Chairman Robin Garcia said.

“We feel that there is a big level of legitimacy and support for the ICC as an institution and the ensuing events that may take place that were spearheaded by the ICC,” he added.

The study also revealed that 61 percent of respondents believe that the investigation and subsequent trial will help uncover the truth about the extrajudicial killings that took place during the previous administration.

Meanwhile, 61 percent of Filipinos believe it is important to bring Duterte’s co-perpetrators to trial at The Hague.

Similarly, WR Numero’s poll showed that 66 percent believe President Marcos should prioritize investigating and prosecuting police officers who abused their authority during Duterte’s anti-drug campaign.

Eighteen percent were undecided, and 16 percent disagreed with pursuing other drug war suspects.

Furthermore, Garcia pointed out that about half of the respondents trust that the global tribunal would conduct a fair investigation and trial for Duterte.

Sixty-six percent said that the Philippines should allow the ICC to do its job and ensure a smooth and fair investigation.

WR Numero disclosed that the survey was commissioned by Dr. Gary Ador Dionisio.

It was conducted from March 31 to April 7, 2025, through face-to-face interviews with 1,894 registered voters residing in the Philippines.

The survey firm said that the survey has a margin of error of ±2 percent at a 95 percent confidence level.

WR Numero is touted as a non-partisan public opinion research firm offering “innovative computational, qualitative, and quantitative research methodologies to understand the attitudes and trends that shape Philippine politics and society.”
