CEBU CITY – Cebu’s transport sector assured the public it is not joining any transport strike soon, instead urging the national government to fully implement as soon as possible “a clear and direct policy framework for the Public Transport Modernization Program (PTMP).”
“Because in doing so, the modernization program not only supports our operations, but also enhances the overall efficiency and reliability of public transport for all users,” said Federation of Cebu Transport Cooperative (FCTC) chairperson Ellen Maghanoy in a press conference on Monday, March 24.
Maghanoy added that for the past seven years, FCTC has clamored for the full implementation of the transport modernization program and end the old system of the traditional jeepney operations nationwide to uplift the dignity of Filipino commuters.
The press conference also laid out the federation’s support to the leadership of Land Transportation Franchising and Regulatory Board (LTFRB) chairperson Teofilo Guadiz as FCTC outlined its ongoing initiatives to modernize the transport sector for a more efficient and sustainable future.
“We do not agree with Manibela’s statements protesting alleged false data on the government’s modernization program. Their protest is set to escalate on March 24, 2025. The absence of a cohesive strategy affects our ability to make informed decisions, allocate resources, and ultimately provide reliable service to our community,” according to an FCTC news release.
Maghanoy said the FCTC believes a collaborative approach, involving input from cooperatives, is critical to developing a sustainable and effective public transport system.
The constant shifts in direction not only create confusion but also hinder transport operations and planning efforts, she added.
Maghanoy noted that the ongoing changes and lack of clear, consistent policy related to the PTMP are areas of deep concern for transport cooperatives and the industry itself.
“A stable and well-defined policy is essential for us to adapt and invest effectively in the modernization of our services. Despite all the contributions we shared to our country it is so sad to think that our government does not have a clear direction for the Public Transport Modernization Program (PTMP),” Maghanoy added.
